We know the problem: asking for WBL support feels uncomfortable, and stakeholder engagement remains transactional. This session bridges psychology and place-based Hawaiian values to implement solutions. Understanding the psychological barriers that make us hesitate to ask for help, combined with pilina (meaningful relationship-building) as an alternative framework transforms how we approach WBL partnerships. In our increasingly virtual world, intermediaries can create portals for authentic community engagement where partnerships become collective investments. We will share the framework that this intermediary uses in their community. Learn how AI tools supported the development and implementation of this system while keeping cultural values centered. Facilitated discussions and activities, slides will be provided at the conclusion of the session.

This workshop will explain various ways Teacher Preparation and Early Childhood Education instructors can place their students into early childhood, elementary, and middle school classrooms for hands-on training. We will explore ways to embed practicum experiences in classrooms at various ages and grade levels and with specialists such as speech therapists, occupational therapists, and family consumer science, art, music, and physical education teachers. This session shares results from a mixed-methods project that examined how an intermediary-network approach can align CTE programs with employer expectations and expand meaningful WBL. We’ll summarize what employers and educators said, what barriers surfaced, and—critically—what we decided to implement: an intermediary model with clear roles, chamber/EDO-supported employer outreach, and a practical toolkit to standardize MOUs, placement processes, and feedback loops. Attendees will see the specific engagement moves, scheduling and incentive tactics that increased participation, and the evaluation elements we’re using to monitor quality and equity. You will leave with streamlined templates and a short action checklist you can adapt immediately.

Across the country, graduates are entering the workforce only to discover gaps between what they’ve learned and what employers need. At the same time, institutions are seeking ways to improve student success, persistence, and career outcomes. 
In this session, participants will have the opportunity to engage in an interactive case study with an institutional leader and work-based learning expert, to learn the challenges, opportunities, and strategies to apply work-based learning at scale at their institutions. This session shows how employer-led training in education and healthcare can be mapped to skills frameworks and transformed into credit-bearing, stackable credentials that serve learner advancement and meet workforce needs. We’ll reimagine employers as co-educators and institutions as credentialing and quality-assurance leaders. We’ll also highlight how programs for these pathways can tap into sustainable funding sources for expansion and equity.

This session highlights a collaborative initiative to develop a regionalLake County Work-Based Learning (WBL) Resource Hubthat builds and fosters alignment.

Workforce development professionals, regional intermediaries, policy makers, district representatives, educators and partners will all benefit from this session. Understanding how to build scalable systems and aligning efforts across the region to create unified strategies for WBL.

Empowering Students for Career Fairs: A Formulatic Approach

Career fairs are the flagship event for career centers. They are expensive, hard to plan, and the career center leadership put their reputations on the line in organising them. Employers spend on average $3,500 to attend a career fair, and are beginning to question their value. The key problem is lack of student preparedness. Students don’t research the companies, don’t network and follow up effectively, and don’t use the career preparedness tools made available by the school. 
In this session we explore the best practices from the point of view of the employers. We have interviewed 100+ employers, and heads of career centers at 300+ higher ed institutions in the US. Using the Life Design framework, we have identified the critical skills they look for amongst students to succeed at a career fair. Finally, we bring with us one case of a school currently using a platform that supports students with these skills for career fair preparation. The discussion will address:
  • Networking: Demystifying how to build connections with professionals.
  • Elevator Pitch: Creating a concise and compelling story.
  • Company Research: Guiding students on what to look for and how to use that information.
  • Following Up: Providing a clear, actionable plan for post-fair communication.
  • Leveraging University Tools: Using resources in a structured way to maximize their impact.

Drawing on transcript data from the full population of California high school students who enrolled in a CCC course with a WBL component, we examine the types of WBL components offered, the subject areas in which they appear, and the demographic patterns of participating students. Our findings speak directly to community college leaders seeking to strengthen and expand opportunities for high school students. By identifying which courses are most likely to integrate WBL effectively, this research can help administrators make strategic decisions about program design.


We also provide a case study on one community college district that has excelled at implementing WBL and participants will learn the institutional support needed for greater WBL adoption.

“CTEats” Doing More WBL with Less in Rural School Divisions through Community Engagement

King George County Schools (KGCS) located in rural Virginia has less local funding and fewer industries than neighboring districts. In an effort to make its new Work-Based Learning Program sustainable despite inherent challenges, KGCS created CTEats – casual monthly stakeholder dinner meetings held at local restaurants. These events bring together educators, students, business partners, postsecondary institutions, government officials, nonprofits, and community leaders to discuss and collaborate around WBL initiatives. With 26-60 attendees per dinner and an enthusiastic community response, “CTEats” has become a powerful and cost-effective platform for generating buy-in, partnerships, and impactful resource commitments. CTE and WBL leaders will learn through his presentation how to build an ecosystem of collaboration, recognition, and celebration that can inspire partners to do more together than anyone ever thought was possible. The Finger Lakes Mosaic Collective is New York’s first CAPS Network affiliate—and the first nationally hosted by a college—bringing together high school students, multiple districts, and regional businesses for authentic, project-based learning.
