We know the problem: asking for WBL support feels uncomfortable, and stakeholder engagement remains transactional. This session bridges psychology and place-based Hawaiian values to implement solutions. Understanding the psychological barriers that make us hesitate to ask for help, combined with pilina (meaningful relationship-building) as an alternative framework transforms how we approach WBL partnerships. In our increasingly virtual world, intermediaries can create portals for authentic community engagement where partnerships become collective investments. We will share the framework that this intermediary uses in their community. Learn how AI tools supported the development and implementation of this system while keeping cultural values centered. This session shares results from a mixed-methods project that examined how an intermediary-network approach can align CTE programs with employer expectations and expand meaningful WBL. We’ll summarize what employers and educators said, what barriers surfaced, and—critically—what we decided to implement: an intermediary model with clear roles, chamber/EDO-supported employer outreach, and a practical toolkit to standardize MOUs, placement processes, and feedback loops. Attendees will see the specific engagement moves, scheduling and incentive tactics that increased participation, and the evaluation elements we’re using to monitor quality and equity. The “first job”, once a proving ground for new graduates, is disappearing. Employers expect students to arrive with skills, experience, and networks already in hand. That shift is forcing higher education to become not just preparation for work, but the work itself. Across the country, graduates are entering the workforce only to discover gaps between what they’ve learned and what employers need. At the same time, institutions are seeking ways to improve student success, persistence, and career outcomes.

Career fairs are the flagship event for career centers. They are expensive, hard to plan, and the career center leadership put their reputations on the line in organising them. Employers spend on average $3,500 to attend a career fair, and are beginning to question their value. The key problem is lack of student preparedness. Students don’t research the companies, don’t network and follow up effectively, and don’t use the career preparedness tools made available by the school. 
In this session we explore the best practices from the point of view of the employers. We have interviewed 100+ employers, and heads of career centers at 300+ higher ed institutions in the US. Using the Life Design framework, we have identified the critical skills they look for amongst students to succeed at a career fair. Finally, we bring with us one case of a school currently using a platform that supports students with these skills for career fair preparation. The discussion will address:
  • Networking: Demystifying how to build connections with professionals.
  • Elevator Pitch: Creating a concise and compelling story.
  • Company Research: Guiding students on what to look for and how to use that information.
  • Following Up: Providing a clear, actionable plan for post-fair communication.
  • Leveraging University Tools: Using resources in a structured way to maximize their impact.

The Dare to Dream Career Week model, takes a structured format that can be applied in a variety of elementary settings from counselors, media specialists, or classroom teachers.  In this session, we will share how different schools applied Career Week in different structures.  Participants will leave with concrete strategies to make Career Week more impactful from structured classroom lessons and center activities to school-wide events.

This study examines high school students that take California Community College (CCC) courses that embed work-based learning (WBL) activities. Drawing on transcript data from the full population of California high school students who enrolled in a CCC course with a WBL component, we examine the types of WBL components offered, the subject areas in which they appear, and the demographic patterns of participating students. Our findings speak directly to community college leaders seeking to strengthen and expand opportunities for high school students. By identifying which courses are most likely to integrate WBL effectively, this research can help administrators make strategic decisions about program design.


We also provide a case study on one community college district that has excelled at implementing WBL and participants will learn the institutional support needed for greater WBL adoption.

This session draws on real-world models from Miami EdTech, where high school students connect directly to postsecondary credits, industry certifications, and employer-designed apprenticeship pathways. Attendees will learn practical strategies for aligning K–12, higher education, and industry partners to design pipelines that meet both student and employer needs.


Ideal for CTE leaders, work-based learning coordinators, and workforce partners, this session will provide actionable tools—including a planning framework and sample work process schedules—that can be adapted to any program or region. Through interactive discussion and collaborative activities, participants will map opportunities in their own contexts and leave with resources to strengthen or launch pre-apprenticeship initiatives.

Discover how to leverage digital tools and data-driven strategies to streamline and strengthen work-based learning (WBL) programs. Participants will learn how our team optimized both paid and free applications  to support program management—enhancing vendor profiles and standardizing events and programs. We also demonstrate how  data dashboards can visualize  teacher schedules, align WBL experiences with curriculum needs and track student engagement.
Attendees will gain practical strategies to improve  operational efficiency, enhance communication with teachers and students, and make data actionable for program decisions . The session is highly interactive, featuring live demonstrations, collaborative problem-solving, and scenario-based exercises. Participants will  explore real-world applications, share challenges, and discuss potential workflows that make WBL data more organized and impactful. By the end, attendees will be equipped with scalable methods to structure their systems, strengthen employer and educator engagement, and expand student access to meaningful career experiences through strategic, data-informed practices.

“CTEats” Doing More WBL with Less in Rural School Divisions through Community Engagement

King George County Schools (KGCS) located in rural Virginia has less local funding and fewer industries than neighboring districts. In an effort to make its new Work-Based Learning Program sustainable despite inherent challenges, KGCS created CTEats – casual monthly stakeholder dinner meetings held at local restaurants. These events bring together educators, students, business partners, postsecondary institutions, government officials, nonprofits, and community leaders to discuss and collaborate around WBL initiatives. With 26-60 attendees per dinner and an enthusiastic community response, “CTEats” has become a powerful and cost-effective platform for generating buy-in, partnerships, and impactful resource commitments. CTE and WBL leaders will learn through his presentation how to build an ecosystem of collaboration, recognition, and celebration that can inspire partners to do more together than anyone ever thought was possible. How can work-based learning expand when a community college takes the lead? The Finger Lakes Mosaic Collective is New York’s first CAPS Network affiliate—and the first nationally hosted by a college—bringing together high school students, multiple districts, and regional businesses for authentic, project-based learning. This session will explore how Mosaic adapts and innovates WBL by using the strengths of higher education: flexibility, cross-district reach, and strong business partnerships.
Ideal for WBL coordinators, CTE leaders, and community partners, the session will highlight strategies for building partnerships, expanding equitable access, and designing student-centered projects that prepare learners for future pathways. Attendees will actively participate in experiential activities modeled on Mosaic’s approach, such as a mini design sprint and workforce-readiness exercises that build student confidence and professionalism. Work-Based Learning Coordinators face increasing pressure to expand meaningful career experiences while navigating limited internship placements, counselor overload, and growing graduation requirements. At the same time, many students commit to pathways without truly understanding the work involved.
This session explores a lifestyle-first approach to career readiness that blends career exploration, project-based learning, and micro-credentials to help students test careers before committing to them. Through short, industry-developed experiences that involve real-world tasks, learners can explore industries, practice in-demand skills, and build portfolio evidence to support work-based learning placements.
This model also expands equitable access to career exposure, especially for students who may not have access to in-person internships or employer networks. Students can explore emerging and non-traditional fields—from AI and machine learning to professional sports and esports—through authentic tasks connected to real careers.
Future Pro micro-credentials provide short (4–8 hour), industry-backed experiences where students practice skills and demonstrate mastery through performance-based projects.
Participants will leave with strategies to help students explore careers earlier, build skill evidence, and enter work-based learning experiences with greater clarity and confidence.
